In 1965, Congress passed the Elementary and Secondary Education Act (ESEA) to provide financial assistance to local school districts in providing programs for students who need extra help in order to do well in school, and who live in areas having high concentrations of students from low-income families
In 1994, the "Improving America's Schools Act " (IASA) was signed into law, calling it "Title I". It continues to be the largest program providing federal aid to education. This new program provides varied opportunities for school districts and communities to implement school reforms and to insure a quality education for all eligible students.
